Purpose of use in article (WP:NFCC#8) It's shows the subject of (that section of) the article, which is a about a beach resort, and we feel that it's helpful to the reader to show it.

Not replaceable with
free media because (WP:NFCC#1) The photo is probably nearly 100 years old and any similar public photos would be held either by the Missouri Historical Society (and subject to the same copyright as this one) or in commercial stock image collections which would certainly not be free.

Minimal use (WP:NFCC#3) It's used one time, in the one article (Castlewood State Park). It's shrunk to half size from the (already not very large) original.

Respect for
commercial opportunities (WP:NFCC#2) It's a reduced version. Too grainy if enlarged for printing. It's on the society's website and they're not going to start charging for subscriptions to that. The original could be used in a museum exhibit, or the Society could publish a book with the photo, but this photo would not impinge on the sales of either of those undertakings, I'd say.

Photo is in the collection of the Missouri Historical Society, which lists the photo as "copyright status undetermined. Persons died in 1951, but the Society lists the photo as taken no later than 1940. But based on the content, it was likely taken in the 1920s (but not necessarily).
