Though this image may be subject to copyright, its use is covered by the U.S. fair use laws, and the stricter requirements of Wikipedia's non-free content policies, because:
- It is a low resolution image.
- It is being used in an article about the shooting.
- The article's educational content would be substantially diminished without it.
- It has no monetary value that is affected by our use of it.
- The image has become iconic as a symbol of the shooting, and is widely available.
