This image is of a pen-and-ink sketch of Elizabeth, Pennsylvania from the 1800s. The file itself was found on the Elizabeth Boro web site at http://www.elizabethboro.com/images/histor1.jpg however the image should be in the public domain as it was originally published in the US prior to 1923.
