Purpose of use in article (WP:NFCC#8)	The article is about a graphic entity, and this is an image of the graphic entity. The article is about a newspaper header (not the event described by the headline but the headline itself) and the picture is of that headline. Fairly useful for the reader to be able to see I think.
Not replaceable with free media because (WP:NFCC#1)	Not replaceable by definition, inherently copyrighted.
Minimal use (WP:NFCC#3)	Small fuzzy low-res reproduction, as small as I could make it and still be any use at all.
Respect for commercial opportunities (WP:NFCC#2)	Dunno. At this size and resolution, not likely I wouldn't think.
Other information	As well as using the "Newspaper cover" fair use, I think that "Historically significant fair use" would apply here also maybe, since the article is not about the event described in the headline but the headline itself.
