Not replaceable with free media because (WP:NFCC#1)	The article a New York Times article. It probably has an image, but the New York Times has a pay wall. And they probably would have invocated their copyright. I found this image on a free news article(panarmenian.net)
Minimal use (WP:NFCC#3)	I plan to only use this image on his Wikipedia existing article.
Respect for commercial opportunities (WP:NFCC#2)	Hal Prieste is deceased. If a member of his family objects, we can always remove it.
Other information	The subject of the photograph has been deceased since: 4/19/2001 This image pops up upon googling his name. It's already available to the public in a free article.
