Use in article (WP:NFCC#7) Harry Lipsig
Purpose of use in article (WP:NFCC#8) for visual identification of the person in question, at the top of their biographical article
Not replaceable with
free media because
(WP:NFCC#1)
I have been unable to identify any images of Lipsig that are freely licensed or in the public domain, and since he has been deceased for many years a freely licensed image cannot be produced.
Minimal use (WP:NFCC#3) The image is of low resolution, will be used only in a single article, is only a small portion of the full work, and will be the only file used in the article.
Respect for
commercial opportunities
(WP:NFCC#2)
It is very unlikely that the image's owner (the New York Daily News) would be able to extract any serious commercial value from a photograph of a long-deceased individual who is rarely mentioned in the press.
Other information The subject of the photograph has been deceased since: 1995
