Not replaceable with free media because (WP:NFCC#1)	The subject is deceased, and this is the only known photo of the subject participating in the javelin throw, for which she won a gold medal at the Pan-American Games. Other and older photos were searched for but not found.
Minimal use (WP:NFCC#3)	Image is limited resolution and black and white, and it is cropped from the original page it was displayed on. It will only be used in the Hortensia García article.
Respect for commercial opportunities (WP:NFCC#2)	The photo is only one of hundreds of photos used in the author's book, and using it in the article does not detract from the book at all.
Other information	The subject of the photograph has been deceased since: 29 February 2016
