This logo was created with Inkscape.

I have recoloured the SVG from the source to the colour found in the UK Parliament Brand Guidelines at https://www.parliament.uk/globalassets/documents/foi/181321bg.pdf.

I am additionally basing the published date on the creation date of the Brand Guidelines PDF, despite it not including the new HOC logo, but seemingly being a part of the same rebrand; I have done this as the new brand guidelines for the HOC do not appear to be available.
