Text Appearing Before Image: eringsthe Management Training and De-velopment Section has developed iscalled Planning for Action. Theprocess was developed as a resultof requests from the associatedcompanies for a management-by-objectives approach to help man-agers in their efforts to achieve im-portant goals. In Planning for Ac-tion, managers, working togetherin natural work teams, plan and im-plement immediate action programsaimed at accomplishing specific per-formance goals. Special methodsare suggested to make certain thatthe goals will be achieved. The pro-cess is organized around: Identify-ing potentials for improvement;tapping these potentials in success-ful improvement projects; pro-gramming and controlling progresstoward goals; building a continuingprocess of improvement. Text Appearing After Image: 16 New Top Teamfor theBell System AT&Ts Board of Directors haveelected John D. deButts, Robert D.Lilley and William L. Lindholm tothe respective posts of board chair-man, president and vice chairmanof the company. The new manage-ment team will assume Bell Systemleadership April 1, following theMarch 31 retirement of H. I.Romnesas chairman and president. DeButtswill become chief executive officer. The AT&T headquarters organ-ization will be restructured intothree major departmental group-ings, also effective April 1. Departments responsible for thecompanys financial and regulatoryactivities and the conduct of its re-lationships with employees and thepublic will report to Lilley. Reporting to Lindholm will bedepartments responsible for assur-ing quality of Bell System serviceand management of resources nec-essary to provide it. He will also beresponsible for coordinating the ac-tivities of Western Electric, BellLaboratories and the Long LinesDepartment of AT&T. Cornelius W.
