Bolivia added, Mexico & Singapore removed as ambiguous, and many other countries removed due to lack of evidence (Cuba, El Salvador, Guyana, Nepal, Mongolia, Latvia, Moldova, Hungary, Slovakia, Bosnia, Kosovo, Macedonia, Montenegro). May well be legal in many of these, but last user (now blocked for sockpuppetry) did not provide sources. I'm not marking where service is illegal as data in WP-en article mostly dates from 2003.
