While tricky, no copyright notice nor registration was found. A copyright notice can be defined by the following criteria: 1. The symbol © (the letter C in a circle), or the word "Copyright" or the abbreviation "Copr."; 2. The year of first publication of the work; and 3. The name of the owner of copyright in the work.

While the NYT credits themselves for the providing of the work; the NNI does not. No copyright notice can be found on any copy of the work, and due to the dating of 1982, a notice or renewal must be provided, since it was produced & published before March 1st, 1989. This instead seems to be the work of Rodney Frelinghuysen, Peter's son, who did not register copyright on the works. Such is seen in the Biographical Directory of the United States Congress here. While the Directory attributes the file to Rodney, it is customary for them to do so, as they ask others to do so for their own works, in spite of the fact that their works are public domain, thus suggesting that the attribution is more customary than necessary; a courtesy to R. Frelinghuysen. After a scan within multiple online copyright records produced no results, it seems fair enough that I could safely consider this work under the following license, stated separately.
