Description
English: A studio portrait of Harold Winthrop Clapp, chairman of commissioners, Victorian Railways, about 1935. Clapp was a transport administrator who had a profound effect on Victoria's, and later Australia's, railway network; had a key wartime role in the manufacture of fighter aircraft; and presented a report on railway gauge standardisation that ultimately led to all Australian mainland capital cities being connected by a uniform rail gauge.
