Summary[edit]
Two photos of the man in question taken presumably by Rwanda's government pre 1994, and distributed by the AFP in France. The creator no longer exists, as Rwanda's pre-genocide government was removed in its entirety in 1994. There is no reason why the current government would be deprived of commercial opportunity by this upload, seeking as they did not create either image.
