Purpose of use in article (WP:NFCC#8)	It shows the format of a typical dossier page. The original document was published by BuzzFeed News without the author's permission, and he has never asserted ownership or copyright, not that it makes much difference. It is treated as a public domain document by all news sources, and a judge rule that BuzzFeed was correct to publish it. Fair use is a good reason to use it here.
