The screenshot demonstrates the additional networking software included in Windows for Workgroups 3.11, as well as the TCP/IP package available for that release as an add-on.
Not likely to cause any financial damage to Microsoft, as they no longer sell or support this product.
A screenshot is pretty safe territory.
Wikipedia is a non-profit organisation, downstream providers who are not non-profit will need to consider whether they will take the risk in using this image.
Clearly used for educational use.
