This item was deleted on commons as violating the copyrights of the building owners in South Korea, as the country lacks freedom of panorama laws. However, U.S. law explicitly exempts photographs of buildings from the copyright of that building. English Wikipedia - but not Commons - only respects the laws of the United States when determining copyright (this policy is a long-standing one that exists for convenience and legal reasons as well as the fact that the English is the first language of the US).
