Curious. This page, very reasonably, says that the copyright on this image is time-expired. That is broadly what I would expect.
Britanica online, for their version of the image say "Courtesy of the trustees of the British Museum; photograph, J.R. Freeman & Co. Ltd."
http://www.cartoonstock.com is trying to sell reproduction rights.

This image is in the public domain in the United States. In most cases, this means that it was first published prior to January 1, 1929 (see the template documentation for more cases).
