Legend does not match diagram[edit]

This diagram is fatally flawed—to the point of being rendered completely useless. The map shows three difference shades of blue, but the legend only shows one. What is the difference between the United States and Canada? What numbers do they get according to the key? Neither of them matches the shade of blue in the key.
