I have not added this image to Wikimedia Commons as I am not not certain as to the appropriateness of uploading it there.

The reason is that the image was taken from a free download provided by Gallica - the digital library of the National Library of France. The document, published in 1901 is clearly in the public domain, and the terms of the download were that it was free for use for non-commercial applications. The Google translation of those terms is as follows:

Reuse is part of Act No 78-753 of 17 July 1978

I am not confident that I have applied the correct US licence, or indeed whether it was appropriate to put this image on Wikipedia, given the above.
