The criterion and wording of the category "de facto working language" is wholly inaccurate. Sovereign states such as Estonia contain a minority element of native Russian speakers, however Russian is not a "working language". Based on this and other similar observations of natives from other countries included in this map (Romania, Latvia) the second "de facto" category needs to be re-worded to reflect that Russian is spoken by a minority only.
