This is not a picture of 2nd Ave and E 13th St. This is a photo looking south on 1st Ave and E 13th St. Modern photography from Google Street View shows many of these buildings, easily identified because of their distinct ornamentation around the windows and at the building corners, unambiguously located on 1st Ave. Similar Google Street Map views of 2nd Ave and E 13th St show buildings that well-predate 1942 (the listed date of the photo), but are nowhere to be found in this photo. This is a misattribution.
