The highlight appears not to be of the decrease in casualties, so much as of pre and post surge casualties. I suppose you could say that it emphasizes a "pro-surge" POV, but I think it still qualifies as a fact. The surge is, indeed, correlated with the decline (though one is free to assert that the connection is coincidental and not causal). I would, however, ask the author to update it.
