Per Wikipedia:Manual of Style/Lead section, the lede of this article adequately defines the statue, establishes the necessary context for the statue, and explains why the statue is notable.
The template is beautifully formatted, its contents are cited within the prose and by the references below, and its image is licensed CC BY 2.0 and therefore eligible for inclusion in this article.
In the first paragraph of the lede, it may be necessary to mention Philadelphia as the location of Independence Hall. A wiki-link wouldn't be necessary though.

Consider adding the public domain seated portrait of John Aaron Rawlins to this section.
Since there was only one Congressperson from Wyoming in 1962, would there be any corroborating evidence to list William H. Harrison (Wyoming Congressman) by name here?
