Putting OAEP in "Topic" section considered appropriate?[edit]

OAEP is just a padding scheme that's most often associated with the RSA algorithm. I realize in the past, this may be a craze when it's first introduced, but now it seems to be just a subject in a specific area of interest. Though, surely it can be applicable to code-based public-key encryption.

My point being: is it appropriate to put OAEP - a padding scheme most often associated with one algorithm, in the "Topic" section, alongside PKI, standardization, etc. ?
