Rationale[edit]

The rationale behind this idea is that some community-banned users have continued to violate bans imposed against them, to a point in which they are considered to be no longer welcome by the Wikipedia community; and some IP addresses were solely used for the vandalism of Wikipedia so there is no point of allowing them to view pages anyway.

Question[edit]

What would this accomplish that simply blocking the IP address from editing wouldn't? It wouldn't stop people evading bans (which they do by switching IP address), users can't cause any damage by simply reading Wikipedia's content, and the potential for collateral damage is huge.
