Dato Seri Setia Haji Adanan bin Haji Mohd Yusuf (born 7 December 1952) or sometimes referred to as Pehin Dato Adanan,[1] is a Bruneian nobleman and politician who served as Minister of Home Affairs (MOHA) from 2005 to 2010, and as Minister of Health from 2010 to 2015, and a current member of the Brunei Legislative Council.

Early life and education

Adanan was born on 7 December 1952, in Kampong Tamoi.[2] He was educated at the University of East Anglia (BA).[3]

Civil career

Early in Adanan's civil career, he was appointed to several positions which include the Economic Development Board Project Officer (1978–1981); Administrative Officer 1, Public Service Department (1981–1982); Administrative Officer 1, Corruption Prevention Bureau Department (1982–1984); Special Level Administrative Officer, Ministry of Home Affairs (MoHA) (1984–1986); MoHA Senior Administrative Officer (1987–1992); Director of Immigration and National Registration (1993–1997); MoHA permanent secretary and Director of Immigration and National Registration (1 October 1997–12 July 1999); permanent secretary in the Prime Minister's Office (PMO) (13 July 1999–8 August 2002).

Ministerial career

Adanan's ministerial career began as the Deputy Minister of Home Affairs from 9 August 2002 to 23 May 2005, and co-currently the Director of the Internal Security Department from 26 May 2003 to 23 May 2005.[3]

Minister of Home Affairs

On 24 May 2005, Adanan was appointed the 3rd Minister of Home Affairs, a position he would hold until 28 May 2010.[4] Six days later, all cabinet ministers were summoned by Sultan Hassanal Bolkiah to take the oath at Istana Nurul Iman.[5] He emphasised the need of youth involvement in making festivities associated with the Monarch's 59th birthday celebrations successful in order to foster undivided allegiance to the monarch and patriotism for the nation, during the launch of the Juara Gemilang Seni (JGS) Carnival on 23 July 2005.[6] Following the receipt in Geneva of a letter from Adanan, stating on behalf of the Government that Brunei formally accepts the obligations of the ILO Constitution, Brunei has become the 180th Member State of the International Labour Organization (ILO). The accession of Brunei Darussalam took place on 17 January 2007.[7]

Minister of Health

Adanan was reappointed the Minister of Health on 29 May 2010,[8] and on 9 June, all newly appointed ministers including him was again summoned by the Sultan for an oath taking ceremony.[9] From 24 to 28 September 2012, he attended the WHO Western Pacific Regional Committee Meeting's 63rd session in Vietnam.[10] On 28 May 2013, the Singapore-Brunei Memorandum of Understanding (MoU) on Health Cooperation was extended today at a signing ceremony held in the Empire Hotel and Country Club by Minister for Health Gan Kim Yong and Adanan Yusof. The extension of this Memorandum of Understanding demonstrates the determination of both nations to continue and broaden already-existing, mutually beneficial areas of cooperation.[11] A titah made by the Sultan on 21 October 2015, announces that he would be succeeded by Zulkarnain Hanafi.[12]

Legislative Councillor

After obtaining consent from Sultan Hassanal Bolkiah on 20 January 2023, he was again appointed for the second time as a member of the LegCo.[13]

19th LegCo session

On 7 March 2023, at the 19th LegCo session, the PMO and allied departments' budget for the Financial Year 2023–2024 was the main topic of discussion. The examination of business licenses and significant developments in the non-oil and gas industry were among the main concerns. Pehin Adanan suggested that the Brunei Darussalam Central Bank (BDCB) take a more accommodating stance and push financial institutions to help local businesses—including MSMEs—get loans so they can grow.[14]

20th LegCo session

Pehin Adanan supported Sultan Hassanal Bolkiah's request that LegCo members interact with the members of the public in order to resolve complaints and have discussions with stakeholders on 28 February 2024, during the 20th LegCo session. In order to gain knowledge and improve policies to draw in foreign direct investments (FDIs) and support a dynamic economy, he underlined the value of field trips. He also emphasised the importance of the 12th National Development Plan (NDP) for enhancing socioeconomic progress and quality of life, stressing the need for open communication to resolve any problems that would cause project completion to be delayed.[15]

On 7 March 2024, members of the LegCo examined the Ministry of Religious Affairs (MoRA), discussing topics including halal certification and zakat difficulties. Pehin Adanan made a request on the function of the Department of Zakat, Waqaf, and Baitulmal Management in overseeing the aforementioned practices. In response, Minister Badaruddin highlighted the ministry's dedication to strict accountability while handling mosque money and shared intentions to add more qualified employees to shorten the time it takes to handle zakat and waqaf concerns. The minister added that fundamental mosque requirements and enhancements to accommodations for the disabled are being addressed.[16]

Minister Mohd Amin Liew discussed the budget shortfall on 9 March 2024. He outlined fiscal consolidation programs, such as corporatisation and public–private partnership (PPP), and he argued for sustainable expenditure. In order to promote diversification and digitalisation, he highlighted the Ministry of Finance and Economy's (MoFE) initiatives to enhance financial reporting, governance, and adoption of technology between cooperatives. The minister emphasized that there are 160 cooperatives operating in Brunei at the moment, with 33,000 members, BND36.3 million in share capital, and assets close to BND69 million. He also mentioned the triumph of businesses in the expos sponsored by Darussalam Enterprise (DARe) and the Brunei Economic Development Board (BEDB), with active backing from the MoFE.[17]

On 13 March 2024, during the LegCo meeting, members brought up various relevant topics, including the cost of living and corruption. Pehin Adanan made inquiries concerning all management levels' attempts to prevent breach of trust and corruption, as well as the efficacy of the National Audit Committee. In response, Minister Mohd Amin Liew stated that the committee had reviewed 59 out of the roughly 166 reports it had received. The remaining reports, the most of which deal with government financial regulations—whether they be connected to financial mismanagement or corruption—are currently being discussed with the Audit Department. The minister stressed that they are taking these problems very seriously and that they have meetings with senior executives to discuss them.[18]

On 12 June 2024, the second day of the 15th ASEAN Inter-Parliamentary Assembly (AIPA) Caucus Meeting was held in order to discuss and approve the meeting's draft report. The 15th AIPA Caucus Chairperson, Pehin Adanan, led a closing ceremony to wrap off the meeting. He underlined how important it is to acknowledge the benefits and difficulties that come with technological change. He stressed Brunei's focus on bolstering inclusive digital initiatives in order to optimize societal and economic advantages while skill-fully handling cybersecurity and digital security concerns. The first plenary session, which was also presided over by Pehin Adanan, came after the opening ceremony. The reading of Country Reports by AIPA Member Parliaments on the execution of resolutions taken at the 44th AIPA General Assembly took place at this session, demonstrating the development and dedication of each nation to the agreed-upon resolutions.[19][20]

Personal life

Pehin Adanan is the son of a nobleman, Begawan Pehin Siraja Khatib Dato Seri Setia Haji Mohd Yusuf.[21] He is married to Datin Paduka Hajah Salmah Binti Haji Hanafiah.[22]

His residence is located at Lambak Kanan.[23]
