Kamal Al-Mufti was born on July 1, 1929, in the city of Sulaymaniyah, in the Dargazin area, to a family known for its religious devotion and patriotism toward the Kurdish cause. He successfully completed his education in Sulaymaniyah and then worked for a year as a teacher in the Biyara area. In 1950, he enrolled in the Military College in Baghdad and graduated in 1953 with the rank of Lieutenant, after which he served in Kirkuk. In 1954, Kamal became the captain of the Iraqi military football team, where he was nicknamed "Kamal Miran" by his friends as a sporting title. He received several trophy and medals from King Faisal II of Iraq.

With the outbreak of the September Revolution in 1961, Kamal Al-Mufti, who held the rank of Captain and was known among the Peshmerga ranks as "Reis Kamal," joined the Kurdish Peshmerga forces and actively participated in the revolution. Due to his integrity and bravery, he was appointed as the commander of the Qaradagh forces, which were responsible for the Halabja area, extending to the Germiyan region.



In July 1962, following a speech by Abdul Karim Qasim in which he indicated the imminent end of the Kurdish rebellion, Kamal Al-Mufti and Mam Jalal Talabani were on Mount Haibat Sultan. Displeased with Qasim's speech, and after extensive discussions, Kamal Al-Mufti suggested to Mam Jalal the execution of a major military operation in response to Qasim's statements. Shortly thereafter, under Kamal Al-Mufti's leadership, the Peshmerga forces launched an attack on a train in the Suleiman Bek area, capturing around 39 officers and 700 Iraqi soldiers. As a result of this operation, the Kurdish revolution gained extensive media coverage in both local and international outlets, such as BBC London, Monte Carlo, and Washington, showcasing the existence of the Kurdish national revolution led by the esteemed Mulla Mustafa Barzani, along with military leaders and political thinkers, including the honorable Mr. Ibrahim Ahmed. Later, after the great uprising in 1991, Kamal Al-Mufti participated in the formation of the first government of the Kurdistan Region and held the position of Minister of Peshmerga Affairs. Under the direction of Mam Jalal, and with the supervision of Kamal Al-Mufti and General Nawshirwan Masti, the Military College in Qalachwalan was established. Kamal Al-Mufti held several military ranks and positions within the Patriotic Union of Kurdistan and the Kurdistan Regional Government, most notably: • In 1994, he became the first Minister of Peshmerga Affairs in the first formation of the Kurdistan Regional Government. • In 1997, he was appointed as Minister of Peshmerga Affairs in the Sulaymaniyah administration. • In 2000, he was appointed as Deputy Prime Minister in the Sulaymaniyah administration. • Acting Prime Minister in the Sulaymaniyah administration. • In 2001, he was appointed as Minister of Interior in the Sulaymaniyah administration. • On July 29, 2001, he was appointed as Deputy Commander-in-Chief of the Armed Forces. • In 2005, with the formation of the Iraqi federal government, he was appointed as Senior Military Advisor to the President of Iraq, Mr. Mam Jalal.
