English: The brass section of Artie Shaw's navy band at Fort De Russey in Oahu, Hawaii. Personnel, according to the journal article, from left to right among each section: Dick Le Fave, Tasso Harris, Vahey Takvorian (trombones); Dave Tough, Frank Beach, Conrad Gozzo, John Best.

Source From Part 3 of the IAJRC Journal article "The Great 'Goz' ". The image was taken at a military complex, so it is almost certainly a U.S. Navy officer who took the photo.
