Wan - Ten thousand.
Hsuan - silver coin,
Also left character can be read as Shua - ancient measure of weight and as Suan - Ten thousand.
There is phrase Shi <10> Shua - "10 by 10 000", hence Wan Shua - "10 000 by 10 000", i.e. 100 000 000.
So, two variants of obverse legend:
a) 100 000 000 of copper coins
b) <let> money returns by silver coin
