Summary

Description
English: Stars in the Northern Hemisphere are circumpolar if: observer latitude (θ) + star declination (δ) > +90°. Assuming a latitude of +19°, which is in the Northern Hemisphere, we can substitute the values to find δ:

θ + δ > +90°
19° + δ > +90°
δ > +71°

Thus, any star declination (δ) that is greater than +71° will be circumpolar.
