This is a publicity photo of actor Ronald Colman (now deceased) from the film The Prisoner of Zenda (1937). The picture is being presented in a "fair use" manner to illustrate a filmography article on Mr. Colman. Although the film itself is copyrighted, stills such as this one generally regarded as being in the public domain:

"Publicity Photos (star headshots) older publicity stills have usually not been copyrighted and since they have been disseminated to the public, they are generally considered public domain and therefore there is no necessity to clear them with the studio that produced them (if you can even determine who did)." ^[1]

Also, the owner of the web page from which this photo was taken has given permission for it to be used elsewhere.
