Explanation of Graphic

The graphic shows how discretionary spending (defense and non-defense), mandatory spending (Medicare, Social Security, welfare, etc.), and revenues increased over nine-year intervals. The formula is the spending in the last year divided by the spending in the first year in the interval. For example, Revenue was $1,032 billion in 1990 and $1,828 billion in 1999, a total increase of 77%. The budget was balanced from 1998-2001. During the 1990s, revenue grew considerably more than discretionary spending increases or mandatory spending increases. Government spending has not declined in nominal dollar terms since at least 1970, according to the CBO historical tables. So limiting spending increases while growing revenues was one of the strategies used during the 1990s to balance the budget.
