vexed questions as to their proper management andcontrol; that such study could emanate only from a labo-ratory fitted with instruments of precision. The study ofprecocity and defective mental conditions in childrenwould be of great service in determining the best methodsfor their rearing and education. February 3, 1904, a letterwas read from Dr. Arthur McDonald, asking the furthercooperation of the Society in securing the passage of thebill to establish the laboratory. The letter was referred tothe Executive Committee. THE INSANE OF THE DISTRICT OF COLUMBIA. December 4, 1901, the Society instructed the Committeeon Legislation to take action towards securing the enact-ment of a law providing for the detention of alleged lunaticspending formal adjudication of the question of lunacy,when such lunatics were believed to be dangerous and theirenvironment militated against recovery ; also the appoint-ment of trustees to take charge of the property of personsincompetent from the drug habit.
