Arndt Freytag is the German ambassador to Poland. As can be seen from the bottom part of the poster, it was financed by the Institute for Legacy of Polish National Thought (IDMN), itself subordinate to the Ministry of Culture and National Heritage, and posted by right-wing outlets Gazeta Polska, Niezalezna.pl, and Telewizja Republika.
