In other words, they are incurring a cost. The negative numbers mean the group overall is contributing to a deficit increase, meaning they are paying less in taxes. In other words, they are receiving a benefit. The author copied the chart into a PowerPoint slide and set the transparency on the yellow blocks at 75% to create a highlight effect.[1]
