Since the photo was taken and published first in 1958 or before, I conducted a copyright renewal search at copyright.gov for "Detroit News". The only renewals seen were from 1964 or later. There's no evidence that the newspaper renewed the copyright on their older issues.

This work is in the public domain because it was published in the United States between 1929 and 1963, and although there may or may not have been a copyright notice, the copyright was not renewed.
