Although this image is freely-licensed (Creative Commons), this can only be used under the fair-use provisions on Wikipedia, because it is a photograph of a copyrighted artistic work (a non-building monument) situated in a jurisdiction (the Philippines) that does not recognise freedom of panorama for free uses (including commercial uses) of images of copyrighted public artworks.

This work shall remain copyrighted until 2041, 50+1 years after the death of the sculptor Anastacio Caedo (d. 1990), consistent with Philippines' 50 years p.m.a. (posthumous copyright term). Copyright is held by his heirs or estate.

Wikimedia Commons doesn't accept freely-licensed images of copyrighted public art from countries with no commercial freedom of panorama, like the Philippines.
