free media because
(WP:NFCC#1)
Certainly none seemingly obvious on google image search.
Minimal use (WP:NFCC#3) Cropped to show subjects head. The cropped image is alreadly at the minimum resolution to make it viably usable. Objective is to use in his own biographical article.
Respect for
commercial opportunities
(WP:NFCC#2)
Very small part of a bigger image depicting Satow with a locomotive he helped preserve, any main commercial interest here would be the complete image not just the part depicting Satow
Other information The subject of the photograph has been deceased since: 1993

No credit given by BBC for image, but could possibly have been supplied by daughter for BBC article, but that is speculation. There remains possibility it has been published earlier.
