From Costa Rica,the commission returned to New York. It wasunable to visit the capital of Colombia becauseof the insurrection then in progress. Upon therequest of the Department of State, however, arepresentative of the Colombian Governmentspent several days with the commission duringits stay on the Isthmus of Panama.
