The reason his testicles are drawn close to his body is because half the skin of his penis was removed after the circumcision. When his shaft fills with blood and becomes erect there is not enough skin to draw up the erection so the scrotum is forced upwards as well in a tight erection with no moveable sheath of skin. areseepee 9 Aug 2007
