Public Domain[edit]

I believe that the flag is in the public domain, as it is comprised of geometric shapes and colors combined with a public domain emblem. The seal in the center is that of the City of New York, which was introduced in 1915. SixFourThree (talk) 21:05, 7 March 2017 (UTC)SixFourThree[reply]

That may indeed be the case which means the file's licensing could be converted to some form of public domain. Can you provide anything showing that the seal is itself in the public domain? If you can, then perhaps this would be a good thing to discuss at WP:FFD. Just follow the instructions on the page and explain why you feel the file is PD. Techinically, you'll be asked to notify yourself as uploader, but if you add the FFD template to the file's page, an administrator will see it and put off deleting the file until the discussion is completed.
