If this is the coat of arms used for HMAS Ballarat of the Bathurst-class ships, then that was a 1940s image. It is published by the Commonwealth of Australia and its copyright would have expired in 1991, or thereabouts (50 years at that time). — billinghurst sDrewth 10:34, 31 March 2013 (UTC)[reply]
