The purpose of this note is to explore the justification of using the "Non-free promotional" tag on this photo. The description of the proper use of this tag is, "...publicity photographs of people or events, such as headshots or posed shots, from a press kit." In the further Wikipedia discussion of the subject, such use is described as follows:

"Publicity photos, distributed as part of press kits by celebrities, corporations, candidates for political office, and others, may be eligible for use on Wikipedia under the doctrine of fair use. These images are most often photographs of people, products, or events. As with all images uploaded to Wikipedia, the source of the photo must be identified on the image description page, and copyright information, when supplied with the photo, must be included."

There was no copyright or restriction information included with the press release.

New Tag to Delete File

On February 25th a new deletion tag was placed regarding this file, without detailed explanation about how the file copyright tag did not meet the NFCC tag. file:Mouli_Cohen.jpg, was an attachment to multiple press releases on the subject of this article: Mouli Cohen. As far as I can tell, it perfectly meets all the requirements of the NFCC tag. This file was previously tagged for deletion, but supporting links and comments in the talk page were added, and no further discussion was put forward as to why the file should be deleted. Since the time the file was first uploaded, there has been no discussion about why it should be deleted. Please do not delete, or explain why it should be deleted. Thank you.
