You are correct, Geoffrey.landis. I found the original photo, but with a different URL https://reaganlibrary.archives.gov/archives/photographs/large/c12820-32.jpg (see here for archived version). The PDF you referenced, and that appears in the Commons file for the photo, should be replaced with this: https://www.reaganlibrary.gov/sites/default/files/archives/audiovisual/whphoto1983.pdf titled, "White House Photographic Office Collection 1983" courtesy of reagan.library@nara.gov. I will update the Commons entry accordingly. The PDF source document links to this URL https://reaganlibrary.archives.gov/archives/audiovisual/contactsheets/C12820.jpg which contains the actual photo, but that information is already indicated correctly in the Commons file description.
