That's much better than the current title, but I don't see why a unique civil service (internal/non-public-facing) position would need to be consistent with a naming convention for Indian politicians or secretaries of state (i.e.: politicians). The Cabinet Secretary's office is currently at Cabinet Secretariat (India).
Except Pakistan, other subtopics of Cabinet Secretary are named "Cabinet Secretary (Country)" given it is unlikely that reliable sources refer to them as "of [country]" as they don't formally represent the State. If that is the full title in WP:RS (I've been unable to find any), then the move is OK.
