In the Wikipedia article I've placed this citation:

However I'm unsure if the publisher is accurate. The above PDF is available on the California Department of Fish and Game website. The document begins with what I think is an inter-office memo within the California Resources Agency, and the management plan attached. Apparently the State consulted w/ Philip Williams & Associates, who wrote up the plan.

There's also the similarly titled 1993 article "Management plan for an alkali sink and its endangered plantCordylanthus palmatus", by the same authors, published in Environmental Management. I haven't accessed this article yet, so I don't know how completely similar it is, or whether it should be cited instead of the Dept. Fish & Game article.
