Prefecture vs. District

Prefecture is not an appropriate translation. It should be “Region.” In Chinese, “海东” is referred to as “地区,” which literally means “region” in contrast to “prefecture” as “州.” It may also be translated to mean "district" but inappropriate here. "District" in China usually refers to an area within the city. I agree that translating Haidong Diqu (地区) into “Region” is problematic. Tibet and Xinjiang are called “自治区” (translated into “Autonomous Regions”). Haidong refers to the eastern area of Qinghai, rather than an equivalent administrative body like Tibet and Xinjiang. However, to translate Haidong “Diqu” into “prefecture” is also problematic, because prefecture in Chinese is “州”. If the Westerners entered Qinghai and called Haidong a “prefecture,” it would be translated into “州” and does not match the original reference of "地区." Furthermore, the Prefecture Government is called “州政府” in China, whereas the Haidong Government is called “行政署.” I guess the problem comes from the ambiguities in the Chinese terminology, in contrast to the English language that is more precise. Yes, prefecture in Chinese may refer to “州” (zhou), but it does not only refer to zhou. It may refer to both zhou and diqu. In a modern context, prefecture-level (地区级, abbreviated 地级, "region") is used to refer to a level of division between the province and county levels (see Prefecture (China)).
