Government service under Heath

I note that the article states that "While an MP, Dykes served in the Ministry of Defence and the Cabinet Office in Edward Heath's government." This would suggest to me ministerial service. This claim is not cited, but seems to come from an almost identical statement on the Liberal Democrats website listed under "External links". However, Dykes' biographies in The Times Guide to the House of Commons 1979 and The Times Guide to the House of Commons 1983 make no mention of this. It would be very unusual for these to omit mentioning previous ministerial experience. The Heath ministry article also does not suggest Dykes served in Heath's Government. It is possible that he served in a non-ministerial role as a Parliamentary Private Secretary, but if that is the case then it should be made clear in the article and perhaps a specific citation to an additional reliable source might be useful.
