Something to note is that the PAP has been suspended for various states in India, for foreigners, in order to boost tourism. Unfortunately, this information comes directly from a call with a tourism official from the Nagaland government. I (an EU citizen) have visited Nagaland (2011), Manipur (2012) and Mizoram (2014) without any need for permit. All these areas are claimed in the article to need a permit. Sorry forgot to check here. I have visited Manipur 2011, 2012, 2013, 2014, & 2015 and confirm the PAP remains suspended but if wiki editors want to remove my update because it refers to a tourist advice centre feel free.
