Legality - wording

@Taylorjsellers and Mandarax: (You two have edited this bit, so I'm guessing you may know about the content; I can only surmise. But Taylorjsellers is a redlink and has just three edits in their six years here, so they may never even see this note.)

This sentence looks as though it can't possibly be right as written:

Distributing nude photographs to someone if you are underage is equivalent to someone underage receiving them and withholding the photographs in an electronic device or a hard copy.
  1. Is it just as much a crime for a minor to distribute them as it is for an adult to provide them to a minor?
  2. "Withhold" means "hold back, refuse to give". It looks like this is supposed to be "holding" or "keeping".
